Why yahoo see: smtp;421 4.7.0 [TSS05] Messages from x.x.x.x temporarily deferred due to user complaints - 4.16.55.1; see https://help.yahoo.com/kb/postmaster/SLN3326.html ?

This is a temporary error used to limit the traffic accepted from your IP. The exact cause is something only Yahoo knows, but it is probably reputation related. You should check the quality of the list, the content, complaint levels, and reputation of the IP. Volume spikes might be an issue.
