just because you have FBL's set up, it doesn't mean that everyone HAS to use them. Many places (like SpamCop) will also lookup the ARIN and IP origin information and inform them all... in this way they are insuring that everyone gets a slap on the hand from the IP owner, to the data center, to the client all the way down to the service...

No, not necessarily it's more the method. Like I said, if someone takes the tame to file a SpamCop report against an email you've sent, they (SpamCop) will send notification to EVERYONE... everyone from the owner and leaser of the IP address all the way down to the abuse address that is registered with the domain. It's more of what your users are doing... a simple "this is spam" from hotmail or whatnot will trigger an FBL or NDR ... some of the other people out there like SpamCop or maybe some changes with appliances like Barracuda would be the cause in what I've seen.

@ReyM, thank you for your feedback.

I understand there can be complaints reaching the owner of the ips we are using from time to time.

But I wasn't expecting aol to send all our complaints to the ip owner. It's like every time one of our subscribers hits the spam button it sends the notification to both us and ip owner.
