Try the following commands:

pmta show topdomains --errors
pmta show topqueues --errors
pmta --help

When PowerMTA won't start use:
Quote
pmtad --debug
When all else fails-->support@port25.com

will have PowerMTA use STARTTLS on outbound connections when the remote site supports STARTTLS, and will not use it when the remote site does not advertise support for it (opportunistic STARTTLS).

Not much, just some cpu usage that cannot be avoided.  Whether it will be noticeable to you just depends on your system, volume of email, cpu head room, etc....

Since spammers are usually the first ones to do/try these things, I cannot imagine that it would offer any real deliverability benefits whatsoever.
