Hotmail bounce - mailbox unavailable

Is anyone familiar with the following error/bounce from Hotmail?

"550 Requested action not taken: mailbox unavailable,mx2.hotmail.com (65.55.92.152)"

To me, this seems like a hard bounce. The code is 550 which suggests permanent error but it's not one of the codes listed here: https://dub111.mail.live.com/mail/troubleshooting.aspx#Codes

However, many people reporting this error on line are saying that addresses with this error do, or have in the past, existed. So now I'm questioning the validity of this error.

I generally thing 'mailbox unavailable' is an unknown user... Anyone else encountered issues around this error message? Is anyone else seeing it?

We're seeing this one from Hotmail as well.  PMTA is mapping it to bad-mailbox which is why/how we noticed it.  For the moment I'm mapping to Other instead of the default bad-mailbox category.

This one is a true hard bounce.
It is not a fake one but totally correct.
