I am not sure of the specifics as its not in the documentation, but I am under the impression based on how the cold vmta system works that the values are indicative of the queue timers and timers based on how much to send and when to send. If you are simply wanting to clear the cold state and have been instructed by support to simply delete the file, then you should be good. No point screwing with the file.

I'll have to go ask the dev team what the fields are for, as it's undocumented.  The easiest thing to do would be to just stop PowerMTA, delete either the file, or the line for the queue in question, and then restart PowerMTA.
