there is more than 1 pmta server with really big amount queues. Unfortunately....

Well then you only send 24 k emails per day and the rest(nearly 1 million emails) is waiting in the queue ?
If what you are sending is not spam,I suggest :
max-msg-rate 35k/d

And %30 increase per week.

You must limit the number of emails sent over your ips.

USE : max-msg-rate .

The config is strange.Why do you have <domain hotmail.com> while you already have a <domain hotmail.queue> definition ?

What about reading the user guide ? This is a MUST before you start changing any config directive.You might end up with blocked ips.

Running;

pmta show topq --errors hotmail.queue/*

and looking at the last errors received by PowerMTA on its delivery attempts will more than likely give you the needed insight as to why hotmail is slow to accept email from your PowerMTA installation.

And today system gave that message:
