Well then you only send 24 k emails per day and the rest(nearly 1 million emails) is waiting in the queue ?
If what you are sending is not spam,I suggest :
max-msg-rate 35k/d

And %30 increase per week.

i have changed now rate like this. What are your thoughts about these?:
<domain hotmail.com>
dk-sign yes
dkim-sign yes
max-smtp-out 20
max-msg-per-connection 100
smtp-421-means-mx-unavailable yes
</domain>

<domain $hotmail>
dk-sign yes
dkim-sign yes
log-connections yes
log-commands yes
log-data no
queue-to hotmail.queue
max-smtp-out 20
max-msg-per-connection 100
</domain>

<domain hotmail.queue>
route hotmail.com
dk-sign yes
dkim-sign yes
max-smtp-out 20
max-msg-per-connection 100
smtp-421-means-mx-unavailable yes
</domain>

You must limit the number of emails sent over your ips.

USE : max-msg-rate .

The config is strange.Why do you have <domain hotmail.com> while you already have a <domain hotmail.queue> definition ?

Dear Calvin,
one last thing:
What does that mean?
max-smtp-out 20
max-msg-per-connection 100
smtp-421-means-mx-unavailable yes
Are they really necessary?

Mehmet,
What about reading the user guide ? This is a MUST before you start changing any config directive.You might end up with blocked ips.

Running;

pmta show topq --errors hotmail.queue/*

and looking at the last errors received by PowerMTA on its delivery attempts will more than likely give you the needed insight as to why hotmail is slow to accept email from your PowerMTA installation.
