You mean you send email to hotmail, there is no block on your IP, there is no error from Hotmail but your email just dissapears and never arrives anywhere ?
If that is the case, I have only seen this once ever, and it was a serious spammer that had been completely blocked at Hotmail.

I would recommend logging full details in PowerMTA , send a testmail to a Hotmail account, and review the full transaction SMTP log (or copy paste it here)

i just want to share some recent findings i have had with hotmail and delisting.

if you apply to dlist a range of IP addresses, they will flatly refuse.
however, if you complete this form, once for each IP address on its own, they seem to allow the delisting:

Hi,
  We also tried so many techniques,but still we are not able to delist. Just they are saying same reason.But we are maintaining complaints properly.Then also they are giving servers back.

I'm having trouble filling out their form. When I hit submit it loads a blank new page with no error message.. Any suggestions?

Same behaviour here for the last week or so. Tried with different browsers (IE included), when you fill the form doesn't redirect to the thank you page or receive the confirmation email, just goes back to the same page with an empty form.

Tried to email msn-snds@microsoft.com but no answer :S

After they did the updation in their filters, they have strictly-set per-day mailing on IP's i.e according to observation around 50K recipients.

50K per day per IP ????
