How can we do the same with PowerMTA?

Not much, just some cpu usage that cannot be avoided.  Whether it will be noticeable to you just depends on your system, volume of email, cpu head room, etc....

Since spammers are usually the first ones to do/try these things, I cannot imagine that it would offer any real deliverability benefits whatsoever.

I dont believe this would have any affect on delivery.
